Caste Census Announcement Result of Sustained Political Movement by the Opposition, Government Must Announce Strict Timeline for Census and Structural Reforms: CPI

The Communist Party of India views the Union Government’s announcement to conduct a caste-based census a result of the long-standing demand championed by the CPI and other opposition forces. This move is clearly a response to growing public pressure and sustained mobilization led by progressive parties.

The CPI has consistently advocated for a scientific caste enumeration that reflects India’s true social realities. It played a leading role in defending the caste survey in Bihar against BJP’s attacks and has extended strong support to similar efforts in Telangana—both within the state assemblies and through people’s movements. The Party has been actively mobilizing public opinion across the country on this vital issue.

At the same time, CPI expresses deep concern over the inexcusable delay in conducting the general census, due in 2021. Four years later, the absence of a clear timeline has led to policy-making based on outdated data. The Union Government must immediately announce a definitive schedule for the census.

The CPI also reiterates its demand for the removal of the arbitrary 50% cap on reservations. Without addressing this structural barrier and revitalizing public sector employment, the caste census cannot achieve its objective of advancing social justice.

The onus is now on the Modi Government to act with sincerity and political will. CPI will continue to lead and intensify the struggle for social justice, democratic data systems, and equitable representation.
