CPI Approaches Scheduled Castes Commission for Immediate Action on Atrocities on Dalits

Communist Party of India General Secretary D. Raja, accompanied by National Secretary Rama Krushna Panda, met Shri Kishor Makwana, Chairperson of the National Commission for Scheduled Castes (NCSC), today and submitted a memorandum seeking urgent action in response to the rising wave of caste-based atrocities across the country. They drew particular attention to the horrific incident in Dharakote Block of Ganjam district, Odisha, where two Dalit men were stripped, tonsured, brutally assaulted, and forced to eat grass and drink drain water—an act of inhumanity meant to degrade and terrorise the entire community.


CPI stated that this is not an isolated incident, but part of a growing pattern of caste-based violence across the country. The party pointed to recent cases in Uttar Pradesh—including the public humiliation of a Dalit family in Etawah, the deliberate crushing of a Dalit woman by an SUV in Bulandshahr, violent attacks during a wedding procession in Meerut, and casteist assaults in Ballia—as clear signs of a systemic failure to protect Dalit communities. CPI expressed grave concern over the widespread impunity and the failure of institutions to enforce the SC/ST (Prevention of Atrocities) Act with the seriousness and urgency required.


CPI demanded that the Commission ensure immediate legal action in the Ganjam case under the relevant provisions of the law, provide compensation and protection to the victims, and monitor the investigation until justice is delivered. The party also urged the NCSC to conduct field visits to affected regions, hold discussions with victims and local communities, and recommend structural reforms to address the deep-rooted caste violence in the country. These include time-bound trials, caste-sensitivity training for police and administration, and stronger enforcement mechanisms backed by budgetary and institutional support.


The Chairperson, Shri Kishor Makwana, assured the CPI leaders of a speedy inquiry into the Ganjam incident and appropriate action from the Commission. CPI reaffirmed its firm commitment to stand with Dalit communities across India and called upon all constitutional institutions to act without delay to end the culture of impunity that enables caste violence and undermines the very principles of justice, equality, and dignity enshrined in the Constitution.
